Developing integrated local area workforce strategies

The Association of Directors of Adult Social Services (ADASS) and Skills for Care commissioned a survey to benchmark current progress with the development of local area integrated workforce strategies (InLAWS).  A briefing document examining the research findings is available.   

This on-line survey was the first stage of an Association of Directors of Adult Social Services (ADASS) and Skills for Care project to help meet the challenges of Putting People First.

The survey response rate was 47% which is considerably higher than the rate for similar research. This survey yielded responses from regions across the whole of England, with 21% of respondents coming from authorities in the London area and 21% from the North West.

The research showed that:

  • the vast majority of local authorities surveyed have started to couple service commissioning to workforce commissioning in their local area
  • 42% of respondents feel they face significant barriers in planning and developing InLAWS.
  • nearly three-quarters (72%) of respondents said they use NMDS-SC when planning and developing inLAWS.  67% find NMDS-SC either fairly or very helpful.
  • 37% of local authorities surveyed are using the checklist specified in the ADASS/CSIP publication What does a commissioning framework look like
